NDIS Context
The National Disability Insurance Scheme (NDIS) continues to evolve, and new legislative changes are currently being considered through the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026.
These proposed changes have the potential to shape how the NDIS operates into the future — including how supports are administered, participant experiences within the Scheme, and how people with disability and families access services and exercise choice and control.
At Queensland Premium Allied Health (QPAH), we know that many individuals and families are feeling uncertain, overwhelmed, or unsure about how to participate in these important conversations.
We also know that lived experience matters.
The Senate Inquiry process exists so that people with disability, families, carers, providers and communities can share perspectives about how proposed legislation may impact real lives.
If you are an NDIS participant, family member or carer, your voice is important.
What is the Inquiry?
The Australian Government has referred the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 to a Senate Committee for review.
The Committee is seeking submissions from people and organisations who may be impacted by the proposed changes.
Submissions can include:
- lived experience
- concerns
- positive experiences
- practical recommendations
- examples of how supports affect daily life
- reflections on how proposed changes may affect participants and families
You do not need to be a policy expert.
Your lived experience is valuable.
What kinds of things might participants choose to discuss?
Everyone’s submission will be different.
Some people may choose to discuss:
- choice and control
- continuity of care
- access to therapy and allied health supports
- flexibility within NDIS plans
- provider availability
- administrative burden
- reassessments and processes
- regional or rural access challenges
- impacts on communication, independence, participation or wellbeing
- maintaining progress over time
- the importance of trusted support relationships
The strongest submissions are often specific, personal and grounded in real experiences.
For example:
“My child required several years of therapy before developing reliable communication skills.”
“Changing providers would significantly disrupt progress and emotional regulation.”
“Living regionally means provider choice is already limited.”
We know writing submissions can feel overwhelming.
To help, QPAH has created a free participant guide that families can use to organise their thoughts.
The guide includes:

✓ questions linked to themes relevant to the proposed legislation
✓ instructions for participants who would like support using AI tools such as ChatGPT to help organise their own thoughts into a submission draft
Importantly:
Your submission should remain your own.
AI tools can help organise ideas, but they should not replace your lived experience.
Please ensure your submission:
- reflects your own experience
- is truthful and accurate
- uses examples that are real
- does not exaggerate impacts
- remains respectful and constructive
